Construction and Built Environment Non-Executive Recruitment

Board Expertise for Construction and the Built Environment

Construction is a sector where governance failures show up quickly and expensively. Thin margins, fixed-price contracts, long payment chains and heavy reliance on subcontractors mean that a single bad contract, a cash squeeze or a safety failure can threaten the whole business. Since the Grenfell Tower fire, the regulatory framework for buildings has also changed fundamentally, and boards are now expected to understand and oversee building safety in a way that was not required a few years ago.

NED Capital recruits non-executive directors, chairs and committee chairs for construction contractors, housebuilders, civil engineering businesses, specialist subcontractors, building products manufacturers, consultancies and other built environment organisations. We work with private and family-owned firms, private equity-backed groups, employee-owned businesses and listed companies. Searches are run by our senior search team under founder Adrian Lawrence FCA, and every appointment is tested for independence, sector credibility and board judgement from the first conversation.

This page covers businesses that design, build and supply the built environment. If your organisation owns, develops or invests in property, our real estate and property NED recruitment page is the closer fit. For rail, roads, ports, airports and utilities, see transport and infrastructure NED recruitment. All three draw on the same non-executive director recruitment process.

Why Construction Boards Need Sector-Specific NEDs

A capable generalist non-executive can add value to almost any board, but construction raises questions that are hard to challenge without sector experience. The issues below come up again and again on construction boards, and they shape the profile of the directors we put forward.

Building safety and the Building Safety Act 2022

The Building Safety Act 2022 created a new regime for the design, construction and management of buildings in England, including a stricter approach for higher-risk buildings. It introduced duty holder roles across design and construction, a gateway approval process for higher-risk buildings, and the Building Safety Regulator. The Health and Safety Executive’s building safety guidance sets out what the regime means in practice.

For a board, the questions are practical. Does the business understand which of its projects are in scope? Are competence, record-keeping and the golden thread of building information being managed properly? How are historical remediation liabilities being assessed and provided for? A non-executive who has overseen building safety at board level can help the board ask those questions early, rather than discover gaps through a regulator or a claim.

Contract risk and bidding discipline

Many contractor failures trace back to contracts that were won on the wrong terms: underpriced bids, unbalanced risk transfer, unrealistic programmes or inflation exposure on fixed-price work. A strong construction NED will want to understand how the business decides which work to bid for, who signs off large or unusual contracts, and how risk is priced. Some boards formalise this through a bid or contract review committee with non-executive membership. The government’s Construction Playbook, which sets out how public sector clients should procure work, is a useful reference point for what good contracting behaviour looks like on public projects.

Cash, payment practices and the supply chain

Cash is the lifeblood of a construction business. The board needs a clear view of cash flow by contract, retentions, bonds and guarantees, work in progress and the risk of disputes. Payment behaviour matters too. Large businesses must report on their payment practices under the payment practices and performance reporting requirements, and construction contracts are subject to the payment and adjudication rules in Part II of the Housing Grants, Construction and Regeneration Act 1996. A non-executive with a finance background in contracting can test how the business manages its own cash and how fairly it treats the subcontractors it depends on.

Health and safety culture

Construction remains one of the higher-risk sectors for workplace injury, and health and safety is a board responsibility, not just a site matter. Non-executives with operational experience can help the board look beyond headline statistics to leading indicators, near-miss reporting, subcontractor competence and the culture on site. Many construction boards ask a non-executive to chair a health, safety and environment committee.

Skills, workforce and productivity

The sector faces long-standing skills shortages and an ageing workforce. Training, apprenticeships and the use of modern methods of construction all bear on future capacity and margin. CITB, the construction industry training board, is the main industry body for skills and training levy matters in Great Britain. Directors with people and workforce experience can help the board plan for capacity rather than react to shortages. Our people and culture NED page covers that specialism in more detail.

Net zero and sustainability

Clients, lenders and planning authorities increasingly expect contractors and housebuilders to show progress on carbon, materials and environmental performance. A non-executive with sustainability experience can help the board turn targets into credible plans and avoid claims it cannot support. See our environment and sustainability NED page for this area.

The Built Environment Businesses We Recruit For

Main contractors and tier one groups. Boards of general contractors and construction groups need directors who understand contract risk, project controls and the economics of large programmes. Audit and risk committee chairs with contracting experience are particularly sought after.

Housebuilders. Residential developers face land, planning, sales and building safety risks alongside cyclical demand. Non-executives often bring land and planning, sales and marketing, customer care or finance backgrounds. Where housebuilding sits alongside affordable housing, our housing association NED recruitment page covers the social housing side.

Specialist subcontractors. Mechanical and electrical, façades, groundworks, fit-out and other specialists are often owner-managed and growing. A first independent non-executive can help professionalise governance, strengthen financial controls and prepare the business for investment or succession.

Civil engineering and infrastructure contractors. These businesses work on long programmes for public and regulated clients. Board members need to understand framework contracts, client relationships and the governance of joint ventures.

Building products and materials. Manufacturers and distributors face product safety and testing scrutiny, energy costs and supply chain pressures. Our manufacturing and engineering NED page covers the manufacturing side of these boards.

Consultancies and professional practices. Architects, engineers, surveyors and project managers face professional indemnity, quality and people risks, often within partnership or employee-owned structures.

Common Board Appointments in Construction

Independent non-executive chair. Owner-managed and private equity-backed construction groups often appoint an independent chair to lead the board through growth, investment or succession. Our chair recruitment service covers these searches.

Audit and risk committee chair. Contract accounting, revenue recognition on long-term contracts, provisions and going concern judgements make the audit committee chair role demanding in construction. See our audit committee chair recruitment page.

Operations and project delivery NED. A director who has run large projects or operations can help the board test whether the order book can be delivered at the margins assumed. Our operations and supply chain NED page covers this specialism.

Building safety and health and safety NED. Directors with technical and safety backgrounds who can chair a safety committee and give the board confidence on compliance.

Turnaround NED. When contracts go wrong or cash tightens, boards may need a non-executive who has governed through financial distress. See our turnaround and restructuring NED page.

Private Equity and Construction Boards

Private equity investors have backed many specialist contractors, building services businesses and products manufacturers, often through buy-and-build strategies. Investor-backed boards usually want a chair and at least one independent non-executive who understands both the sector and the investment cycle, from the value creation plan through to exit. Our NEDs for private equity boards page explains how those appointments work, and our guide to buy-and-build governance covers the integration challenges that come with acquisitive growth.

What We Look For in Construction NED Candidates

Sector credibility. The executive team must respect the non-executive’s understanding of how construction businesses really work. That usually means senior experience in contracting, housebuilding, engineering, or a closely related field such as construction finance, insurance or law.

Independence. In a sector built on relationships, independence needs careful checking. We test candidates for links with competitors, major clients, suppliers and joint venture partners from the first conversation. Our guide to handling conflicts of interest explains why this matters.

Financial literacy. Every non-executive on a construction board needs to read contract accounts, understand cash and challenge provisions, even if they are not the finance specialist.

Board judgement. Technical knowledge is not enough. The best construction non-executives know when to challenge and when to support, and they can work constructively with founders, family shareholders and investors.

How We Run a Construction NED Search

Brief. We start with the board’s skills gaps, the risks the business faces and the role the new director will play, including committee responsibilities and time commitment.

Research and outreach. We map serving directors and senior executives across contracting, housebuilding, engineering and the wider built environment, along with candidates from finance, insurance and law who know the sector. Many of the strongest candidates are not actively looking, so we approach them directly and in confidence.

Assessment. We interview candidates in depth, test their sector knowledge and board judgement, and check independence, other directorships and time commitment.

Shortlist and appointment. We present a shortlist you can compare like for like, support interviews, take board-level references and help with terms and induction. Our board recruitment page explains the process in more detail.

We follow the voluntary code of conduct for executive search firms. Listed construction groups also need to consider the UK Corporate Governance Code on board composition and independence.

Frequently Asked Questions

Does a construction business need a NED with construction experience?
Usually at least one. Contract risk, building safety and cash management are hard to challenge without sector knowledge. Other non-executives can bring finance, people or investor experience from outside the sector, and a mix often works best.

Can a NED help us respond to the Building Safety Act?
A non-executive cannot take on the business’s legal duties, but one who has overseen building safety at board level can help the board understand its obligations, ask the right questions and make sure the right people and systems are in place.

We are an owner-managed contractor. Is now the right time for a first NED?
Common triggers are rapid growth, a move into larger or higher-risk contracts, preparing for investment or sale, and succession planning. Our page on whether private and family businesses need a non-executive director covers this question.

Do you recruit for employee-owned and family construction businesses?
Yes. Many construction businesses are family-owned or employee-owned, and we recruit independent directors who understand those ownership structures.

How long does a construction NED search take?
Most searches produce a shortlist within a few weeks of the brief being agreed. Specialist roles, such as a building safety non-executive or an audit chair with contract accounting experience, can take a little longer.
