NED Capital is a specialist board recruitment firm. We work exclusively on non-executive, chair, trustee and board advisory appointments: not executive roles and not volume recruitment. We do not have a Cardiff office. The Cardiff and Wales Board Market

Cardiff is the capital of Wales and home to the Senedd and the Welsh Government. That makes it the centre of Welsh public life, with many public bodies, regulators and national organisations based in or near the city. It is also the main commercial centre in Wales, with established financial services, legal and professional services, media and technology communities.

The city has a listed company presence that many outside Wales underestimate. Admiral Group, the insurer, is headquartered in Cardiff, and Principality Building Society, the largest building society in Wales, is based in the city. Dŵr Cymru Welsh Water operates on a not-for-profit model with no shareholders, a governance structure that differs from most UK water companies. Cardiff University, a member of the Russell Group, sits alongside Cardiff Metropolitan University and the University of South Wales, and Cardiff and Vale University Health Board is one of the largest health boards in NHS Wales. BBC Cymru Wales and S4C make Cardiff a significant broadcasting centre.

The Welsh board market is well connected. Directors often know one another through business, public service and charity roles, which helps with sourcing but can make independence harder to secure. A good Cardiff search looks across the Welsh community and the wider UK market, and weighs local knowledge against the specific expertise the board needs.

Wales’s Distinct Governance Context

Many powers are devolved to Wales, and boards that deliver public services or operate in regulated sectors need directors who understand the Welsh framework.

The Well-being of Future Generations (Wales) Act 2015. The Well-being of Future Generations (Wales) Act places a legal duty on specified Welsh public bodies to carry out sustainable development and work towards seven national well-being goals. It is overseen by the Future Generations Commissioner for Wales. Directors joining the board of a body covered by the Act need to understand how it shapes planning, reporting and decision-making.

Welsh public appointments. Ministerial appointments to Welsh public bodies are made by the Welsh Government under the Governance Code on Public Appointments, and vacancies are published on the Welsh Government’s public appointments pages. These appointments follow a public process, so we cannot run them as a private search, but we help organisations set out the skills their boards need and help candidates understand the process.

The Welsh language. The Welsh Language (Wales) Measure 2011 gives the Welsh language official status in Wales, and the Welsh Language Commissioner enforces Welsh language standards on many public bodies and some other organisations. Boards subject to the standards are accountable for compliance. Welsh-speaking candidates are an advantage for some roles and a requirement for a few; we agree this at brief stage.

Charities. Unlike Scotland, Wales shares a charity regulator with England. Charities in Wales are registered with the Charity Commission for England and Wales, and its guidance The Essential Trustee (CC3) sets out trustees’ duties. Welsh housing associations are regulated by the Welsh Government rather than the English Regulator of Social Housing.

What Cardiff Boards Need From a NED

Independence. The ability to challenge the executive team without being influenced by personal or business relationships. In a well-networked market this needs testing carefully, and we assess it formally against the code that applies to the board. The right sector and governance experience. A regulated insurer, a not-for-profit utility and a Welsh public body each need different things from their NEDs. Prior experience of a comparable board helps a new director contribute quickly.

How We Run a Cardiff NED Search

Our Cardiff searches follow our standard five-stage process: brief and board diagnostic, direct market research, structured candidate assessment, a shortlist of three to five candidates with written profiles, and support through interviews and appointment. For Welsh mandates we check at the outset whether the Well-being of Future Generations Act applies, whether Welsh language standards are relevant, whether a public appointments process is involved and whether the role needs regulatory approval. Those answers shape the candidate profile before research begins.

NED Fees in Cardiff and Wales

NED fees in Cardiff broadly follow the national market and vary with the size and complexity of the organisation, the time commitment and any committee chair responsibilities. Listed and regulated roles are usually at the upper end. Welsh public body and NHS Wales board members are paid at rates set by the Welsh Government, and most charity trustees are unpaid. Frequently Asked Questions

Do you have an office in Cardiff?
No. We run Welsh searches from our West Midlands and London offices and meet Cardiff boards and candidates in person where the search needs it. Research and early assessment are largely done remotely, which lets us search the whole UK market for Welsh boards.

Do candidates need to speak Welsh?
For most commercial roles, no. For some public bodies and organisations subject to Welsh language standards, Welsh is desirable or essential. We agree this with the board before the search starts.

Can you help with a Welsh public body appointment?
